Tomorrow a congressperson could submit a bill saying that nails are illegal and all meat products are to be replaced by stone figurines of Marie Antoinette. It doesn't mean anything! As much as I like the thought, I've been to Mt. Rushmore and I don't think vandalizing it would be easily achieved. Maybe with a drone or paintball gun - the first time - after that I think they'd be prepared. There is national parks apparatus surrounding it IIRC.
