The most generous possible take is that it's basic politeness to thank someone when they give you a new truck (even if it’s a shitty one). My question, though, is why did he give it to her? Out of all the celebrities he could have given one of those stupid cybertrucks to, why did he choose Perry?

That's only generous if politeness was ever warranted when it comes to Elon Musk. It isn't. Everyone should be rude to him at every opportunity because he has shown himself to be irredeemably atrocious bigot and conspiracy monger.
