It's both sad and hilarious that it's hard to tell if this is legit or just some fun trolling.
Artificial Intelligence Image
For some reason it's hilarious to me that the person who made this flyer felt the need to specify that the ClipArt-level illustration, placed next to 3-4 pictures of the kid the flyer is complaining about, is not, in fact, an actual image of the kid.
I appreciate the honesty at least.

My neighbors across the street had a kid who would creep around in people's front yards and peek in their windows. Like cup his hands around his eyes against the glass to reduce glare and see better. Not like from feet away.
Kid was really annoying and intrusive in other ways too. Like pushing to help you carry in your groceries, not knowing when to drop it, and being offended that you turned him down. Weird kid.
That was all mostly back when he was 8 or 9. He's like 20 now and I think he still lives there. Hasn't done any creeping or intrusive BS in a long time as far as I know.

He might just be a super curious kid. When I was a kid I loved going into other people's houses because I was curious and liked exploring.
...which is probably part of the reason people never invited me over.
Also possible the kid has really bad eye sight without realising it.
