I live in Russia and with all this "VPN is restricted" fuss I've yet to meet someone without VPN on their phone. Most people use free VPN services, some are paying for it, me and my friends use VPN we set up on VPS.

They have black boxes on ISPs that listen to traffic and can restrict things, and they manually block popular VPNs' IPs and protocols. Most free ones don't work, but new, rare and paid ones still do.
Wireguard protocol works with my home internet provider, doesn't work on LTE. Shadowsocks just works everywhere.
They do have black boxes but there are protocols they can't handle yet. It's just usual sword vs shield arms race.
Yes, there's a lag between different networks and public wifis. Seems like some blocks are implemented by ISPs themselves however fast they are at this.
Hope they take this sword as a didlo while we shield our freedom of information and privacy.
I also live in Russia, and in my experience certain VPNs just get blocked by the ISP. Like, I just can't connect to certain VPNs, the connection either gets stuck in an infinine loop or fails with an error. But some other VPNs still work without any problems.
Plus, since the beginning of this month, it's prohibited to promote/advertise "means to avoid blocked internet resources", i.e. proxies/VPNs/etc, so it can be called "partially restricted"
Same here, although they do seem to be actively trying to block proton vpn, it works on my home wifi but not on mobile data. Most paid vpns work well, PIA has no issues in my experience.

Egypt should be on the restricted list. Many VPN providers don't work and they blocked OpenVPN so you can't even get a vps and make your own (you probably can with other protocols but i haven't looked too much into that).

i wonder why indonesia india and malaysia are the countries using vpns more
in Indonesia the gov blocked 'porn' sites or any sites that have porn like reddit or imgur. it results in many websites that have nudity even in art form or medical nature getting blocked. at times this includes tumblr and even netflix but now its relaxed its stance a bit, for netflix at least.
rumour has it they even block some sites that have 'anti muslim' propaganda, however i don't know the validity of this claim yet but im not surprised if it the case.
the cencorship has been going for a decade now and its getting stricter each year.

Having lived in two of those three countries, a lot of the internet is randomly censored. Browsing in Malaysia I'd sometimes get some kind of government page popping up with no idea why the site I was trying to visit was blocked (blocked porn sites are a given in both Malaysia and Indonesia but honestly, just random sites kept showing up blocked). Indonesia blocked tumblr for a good long while, and I'm pretty sure Reddit still is. Plus in Indonesia, I really don't trust ISPs to keep my data safe, intrusive ads are everywhere to the point I've blocked SMSs from any number I don't know because the moment I got an Indonesian SIM my phone started blowing up with ads.

I bet it’s for the National industry, fake tech support call center scams and other places. A lot of them pretend to be in America. That and generally a lot of developers there fake their location.
