I'm sorry; no. Her name is Cameron. She was a frequent stand-in on TNG and she's best known (I guess) for co-starring in the cult classic Samurai Cop. Her given name on the show was Ensign Kellogg and she appeared in 43 episodes and the first two films.
Patricia Tallman was in a few episodes of TNG, but OP's pic is from "Data's Day," in which she did not appear. One of the three episodes she did appear in was "Power Play," and here's a screenshot of her in that. (This was the only episode in which she appeared as a crewmember. In all of her other appearances, she was an alien of some sort.)
Now I wonder how many other unknown regulars there were throughout any of the series. I have a few favorites of ones that were in a few episodes, like some of the helmsmen, but her list is so long.

Even through all those episodes of TNG and up to First Contact she was still Ensign Kellogg. Aren't you guaranteed a promotion from from Ensign after like 3-4 years unless you're a particularly terrible officer?
Well I am not a Trekkie, I wouldn't know - I just watched various bits of Star Trek a lot over the years because there was always something on - TOS, TNG, DS9 or Voyager in the 90s...

While there are striking similarities, and you are probably correct, sadly I was unable to find any pictures of this scene and/or of Patricia Tallman showing this seductive smile with a touch of Audrey-Hepburn elegance. Na, I just skipped through that episode (Power Play) and there is no such scene, also Patricia Tallman's two scenes are really short and only fight scenes.
So either there's another episode that I couldn't find mentioned where she plays a yellow-shirt, or it's not the same actress after all maybe?
