It's limited so it can be driven using a scooter license. In many European countries you can get this license at age 16. It is also often easier and cheaper to get, but it limits your vehicles max speed to 45 km/h.
Damn my electric unicycle that I carry onto the bus/train goes 55 km/h
yeah but it seems like it would only really work in people-centric cities because 45km/h is like residential street speed here. city streets are 60 and over
In a lot of French cities it's even 30 nowadays.
Interesting, our scooters go 70 km/h in Canada.
