True. Although the true joke seems to be the fact that there's a Panic! At the Disco song by that name.
And the fact that the lyrics say
it's nine in the afternoon And your eyes are the size of the moon
Yup! His eyes are the size of the moon!

I feel like the pink arms and hands are a reference I'm not getting
If I’m remembering correctly, the pink arms are because SpongeBob wants to be a body builder and buys stick-on muscly arms that (unsurprisingly) don’t give him the ability to lift heavy things. He tries anyway and they deflate to these sad pink things.
But this meme is related to the lyrics of the song Nine in the Afternoon by Panic! At the Disco (your eyes are the size of the moon)
Spongebob unraveled the entire universe in seconds. The only reason his inflated arms couldn't lift things is because the episode was funnier that way.

I wasn't trying to be rude, I was just trying to help you get the joke without spoiling it for anyone
I got the joke, I thought it might be deeper than the obvious. Eyes the size of the moon is apparent, but the discolored arms were just part of the scene and had nothing to do with the context of the joke / reference.
Your suggestion was just rude.
I'm genuinely confused as to how my comment was rude
