Not sure if any of the apps are mature enough to do that yet. But anyone who answers will need to know, iOS or Android?
You will probably have to find an app you like and then request that feature from the author(s).
I'm on Android and the apps I use is thunder and sync, I know sync has that feature but I don't like to pay just for a translator.
Why don't you just select the text and use Google translate?

What does this mean?

He's referring to the community rules not the instance rules
