If you look at the drywall, it isn't complete yet. They're still in the construction phase. It's very easy to change that fixture out from a 2x4 fixture to a 2x2 fixture in the T-Bar later. That light is providing light for construction, and you probably don't want to put the new one in until later in the project to lower the possibility of damage to the new fixture.

Eh, shit like this is pretty common when the customer wants it done quickly and cheap. As that's an office setting I can almost guarantee that's what was asked

Lol what, no? I'm an electrician who spent years doing commercial construction. We'd change the light, since clearly it's too big. I guarantee that's the fuckup and not the wall.

That said, they'll probably have to cut and patch the sheetrock to get the existing light out of there. They should've caught this as the wall was being built.

Edit: what's more, this may be a temporary light. If they're adding drop ceiling later on there'll be flat panels in it.
