Which are not many, given that he claims not to be a citizen, but cannot provide a passport and/or visa.

Unfortunately, a lot of times, the cops know they aren't paid enough to deal with SovCit shit, so they just let them go if they even bother to pull them over in the first place.

Presumably until you get into a car accident or pulled over for any other reason. Then, it's probably off to jail with you. At least I hope.
