Nah it's a phrasing issue.

Nobles fell through the floor into the latrine and then into cesspit. Why they chose to put a meeting hall over the latrine is still a bit of a quandary to me.

I'm thinking it may be a room in a building that wasn't designed for meetings. Wouldn't it have smelt like shit anyways before collapsing?

Those times pretty much everything smelled like shit. So yes it probably did, just like everything.
