That's what they do in US prisons, use them for unpaid labour, or they get a very small amount. But imagine forcing someone to put out a blazing forest fire when they've never done such a thing, and then taking them back to prison. That's insane. It's all insane.

If I'm following news properly, these are probably the juveniles who were taken from their holding facility to fight fires. They are not compensated for this work, but are placed in harm's way.

That doesn't sound like work at all. That sounds like something where someone is a prisoner and is forced to work for someone. That's called something, I think.

Not making an argument for it, but technically they're using the exception to the amendment. Most states, including California, have it in their state amendments, so unless they put in another Federal amendment it's going to remain this way.
