Utilitarianism: The dog is a good boy because it brings the maximum amount of happiness to the maximum amount of people.
Deontology: The dog tries to bring happiness, even if it might end up in not bringing it. Ergo, it is a good boy.
Divine command theory: Thy Lord madeth the dog the purest of all lifeforms. Ergo, the dog is a good boy.

The council has therefore ruled the dog as a good boy.
