Sounds like a skill issue to me
When it's inhumanly cold there aren't enough layers you can put on to keep you warm. And you better hope you don't run out of electricity or power to heat your home or you're fucked. Let alone have a car breakdown on the highway in the middle of nowhere at night. That's a death sentence.
