At the risk of making a fool of myself (as is tradition). Deceive, inveigle, obfuscate is DIO. "You expected a social movement to reform / replace the US's weird healthcare system, but it was me, DIO!"
It's a reference to an X-Files episode, one of the few where they swapped out the 'Trust No One' text in the opening credits.
