Harley hasn't really been a thing with the Joker since forever. The comics have had her and Ivy as a thing for years.

She was obsessed with him for most of Suicide Squad. And she will be again in the next Joker film.

Yeah, the terrible Jared Leto vehicle and the Incel Manifesto are probably not the best depictions of her as a character.
