Reader's Note:
People who steal baby formula are usually doing it to trade for drugs and make it unavailable to people who are buying it and actually need it. WiC programs tend to make formula free for people who really need it.
There seems to be divided opinions on why people steal baby formula in this thread. I'm not in a country where stealing it would be a necessity, and as such I cannot judge it on its merit but I'm glad to see discussion.
