In my opinion that's lazy thinking. Every person is participating in in-group/out-group dynamics whether they are aware of it or not.
Yes, and it's beyond lazy to confuse the malicious sort with the normal sort.
My point was more like pretty much no one thinks it's them who is being malicious. You need to have some empathy in politics to be able to properly engage with people who don't share your views, especially if you are trying to convince them that they might be in the wrong.
My point is not everyone IS being malicious about in-groups and out-groups.
