Must be a big city problem. I do see them, but the majority uses proper mounted lights.
One upside of those illegal fat bikes is that the lights usually work just fine, making them easy to see.
Bikes have lights on them too.
And if it isn't, just frankenstein another AI against it. The solution to lacking AI is more AI, obviously.

A hotel I stayed at recently had a vending machine filled with beer and wine. It just worked with the honour system, no ID check or whatever.
It was fairly nicely priced too, especially for a hotel.
Owning a boat is hella expensive though, a bike is just 50 / year for maintenance (or less, or more when it gets stolen)
