Putin's sought ceasefire would mean Russia would keep the territories it illegally occupies in Ukraine, where the population is subject to abductions and summary executions. Ukraine laid out its 10-point "peace formula" in November 2022. One of the key points as a precondition for starting peace talks is the full withdrawal of Russian troops from Ukrainian territory.

This is bullshit meant to exhaust other leaders, it shows Putin who is open to a peace deal and helps keep the talking point open.

Fact is Russia failed in their offensive also, are going to see half a million dead most likely and after 9 years they occupy less than 20% of the country.

No, because that would involve Russia leaving before the vote. Russia won’t do that because they don’t want to leave. Therefore, any vote will be conducted under Russian occupation. Which will obviously result in 100% pro Russia, considering they can’t even do presidential elections without rigging them to the extreme.
