Its a cultural thing from what was /r/196 (and its predecessor /r/195), people would try to find interesting ways of fitting the word "rule" into the title. Others more lazily just put it after whatever title they came up with.
what's the problem with not having rule in the title? The previous subreddit didn't enforce it.
