Oh my. This is close to where I live. The most corrupt thing I know about Antioch police is that they arrested a dude for eating a sandwich at the train station (BART.) But I don't doubt they may be doing more than selling steroids (as the article says).

Am from the California Bay Area. Not even surprised. There's also been news of local police failing psych exams during on-boarding and still getting hired. Uncovered during a state audit. There are all kinds of pandora's boxes out there — just have to look.
