faced with the choice of maybe getting blown up by a mine... or definitely getting blown up by a mine and everyone you loved maybe getting added to the PLA navy minesweeper unit and maybe getting blown up by mines...

well, yeah. sounds like their minesweeper unit is gonna have a lot of casualties.

This reeks so badly of desperation that I don't even feel comfortable saying that they are grasping for straws because that might imply there's anything within reach. Capable militaries tend to follow the whole "speak softly and carry a big stick" principle and leave the saber rattling for the also-rans. They are just simply FAR more interested in propaganda than any sort of actual invasion.

The technocrats continue to lose to the jingoists. Jingoistic propaganda is a problem because it makes your population demand what you promised. When you don't, you get shit like Tiananmen square or a world war that you never wanted in the first place (and I promise you, the leaders don't want this war).
