Unless Graham wants the west to move to EVs (hint: he does not) then he just wants more weapons and oil sales to Europe. There is no chance of Ukraine taking over regions that have already joined Russia to escape ultra-nationalist apartheid ethnostate. US can get the Ukrainian side resources for cheap, with peace. It will never invest in NovoRussia taken back by Ukraine (as if that could happen) due to inherent instability.
The profits from mining investments are nowhere close to the profits from weapon sales, and the latter is inherently in the bribery institutions.
