Kinda. It just has every monthly bill in it. You tear out the "coupon" and mail it in with the check/money order.

SovCits want the paper bills so they can do their magical 45° angle written in red BS with a thumbprint because the government has millions in an account with their true name on it.

Thats what I was thinking it was - the book of coupons being effectively the “bill” for each month
