They are paid, very poorly, in beans. I think they are more like indentured servants.
I seem to recall they came to work for him willingly, because he offered to remove them from their natural environment where they had terrifying predators.

I mean if they weren't there willingly, I feel like we'd know. Oompa loompas absolutely have the balls to eat the rich, or at least throw them down a garbage chute.
Chocolate beans though, so they are compensated fairly.
Sounds like Africa. I suppose now they're learning valuable job skills...
