I believe the option you want to enable in Cura is called "retraction extra prime amount." However, I don't know what a sane value may be for your particular printer.

Maybe some sort of Z-lift is enabled for transport moves and not printing moves?
Z hop is disabled, and there is no retraction based on the gcode and I was watching during the whole print as well. I will try printing with retraction disabled tho.
Is there a reason you're not just using prusa slicer since that works and cura doesn't?
I tried using it on some prints but for some reason the parts were warping and the dimensions were off. With Cura it was perfect. I have to note that I've been always using Cura and just tried Prusa, so I'm sure if I tuned every value it would be just as great, but it would be a big time investment.
