Yeah the best case scenario I can think of is they are creating these communities so people can post there and more moderators can be found once things take off.
It's a weird almost brute force way of going about it especially considering the federated nature of Lemmy and how that could lead to multiple instances having essentially the same community.
I'm hoping it's not a malicious action to keep some broad position of power.
