It wasn't a government-funded thing, it says at the end that ABC TV did it all by themselves.

So who decided that was true?

Your teeth don't need exercise per se but your jaw bones and muscle dose and it can help your teeth grow straight, preferably from hard vegetables or meat fats but technically it would work with hard candy it just has the unintended consequences of rotting your teeth.
