Probably because if your business is based around profiting from American tourists, you're probably going to need to know some English. It seems to me like when money is involved people tend to find a way to communicate what they need to regardless of what languages they share, though. And obviously this does not excuse rude tourists.
Yeah I appreciate that there are certainly a lot of bad tattoos that involve Chinese characters. The one shown is probably one of them. I just don't think westerners who use Chinese characters deserve special scorn. There are a lot of bad tattoos that involve western lettering as well.

Pro-tip: USPS has "informed delivery" where they'll send you an email every day with scans of your mail and any packages on their way to you. Which would give you another way to know that this isn't real.
