After being let go from my old job I actively seeked only remote job positions for a new job. Why? Not only because I really like working from home for all the perks, but because it is a peek into what the work culture is at that company. No WFH is a red flag.. surely they depend a lot on the metaforical whip to make business work and profits happen.

Where I live it almost never snows so I'm not that bothered by the cold or minor winds, although that sux, what really stops me in my tracks is the lack of daylight. I sign off from work at 18h, and it is dark. I do have lights and if somebody else signs up for a night ride I'm all in, and very rarely I ride solo. It isn't very pleasant to risk a mechanical issue or dangerous encounter with local wildlife, like wild boars, goats or dinasours.
So in winter I mostly do light indoor running or spinning, on weekdays, then it's outside on weekends.
Of course I want it off. If it isn't being used it should use 0 power and lights. Ours lives on a power strip that gets switched off every night along the TV, Bluetooth emitter, DVD and PS3.
For about 180€ I'm seeing used cards like the RX6700XT with 12Gigs, That would hold up for a while. Stay away from ARC, there are some performance issues with older cpus.

Not sure in Linux, could be a driver or kernel configuration. I don't know a way to double check it. When booting into windows it's at x16. So not a hardware or bios issue.
Hardware info (hwinfo) or similar. Be able to check all voltages, speed and temps while testing new hardware. For example my ARC A770 has little to no info, and shows running at pcie x1.

This is my take on this. People blaming the software but the truth is that no software can be trusted. Make backups. Make mistakes and learn. Sometimes it will be painful, but those are the most valuable lessons
