I think that's the goal from the beginning. Stay off the radar. Live small, just survive.
This sounds like brainwashed. I'm not saying that's what they meant, but the context you provided makes it sound like that.
He's corrupt and will do things to enrich himself. This is what he did before. That's bad, especially because some of the things he did jeopardized lives (especially when it comes to COVID, but certainly not exclusively). However, the people handling him this time are much more dangerous. This is what worries me most about this go round.
Most likely they'll take the stuff from them. Their abilities might save them, but sometimes those with skills are seen as a threat.
I support the thought, but don't actually do this. Those assholes will call the cops on you and absolutely try to press charges against you.

Anyone decent will be fired for not doing terrible things or quit because there's too much pressure to do the terrible things (cf Trump's first term). Most of them are happy to do the terrible things this go round, though, because they were identified in advance for being willing to do the terrible things.
People might be reluctant to assume possession of billions if people were murdering/ systematically killing billionaires. So, it might be achieved relatively quickly.
