Runs fine on my 5600x w/ 2070 super on High settings, 3440x1440. I did however install a DSLL 3.5 mod from the beginning.

Technically I'm using DSLL 3.5 from that mod I mentioned, but native DSLL support would likely be even better.
My 2070 super has been running everything smoothly on High at 3440x1440 (CPU is a Ryzen 5600X, game installed on an M.2 SSD). I haven't been closely monitoring frames, but I cannot think of a single instance where it's noticeably dropped, which for me usually means 50+ fps for games like this. I may even test running on some higher settings, but I've done very little tweaking/testing.
I did, however, install a mod from the very beginning that lets me use DSLL, which likely helps a ton.
Bold of you to assume that zoning laws in the area would allow building of semi-detached houses. The US has a huge problem with zoning laws since around the 1940s and 50s essentially only allowing detached single-family dwellings. This has resulted in what many call the "missing middle". It's a pretty big contributor to issues the US is facing with housing scarcity, unaffordable prices, and a lack of walkable neighborhoods.
The issue with Nvidia cards is that Bethesda had an agreement with AMD for the game dev, so NVIDIA DSLL isn't included. This means NVIDIA cards can't by default take advantage of their full resolution upscaling ability.
I say "by default" because there's already mods that replace AMD FSR with NVIDIA DSLL. I installed DSLL 3.5 and have been running it essentially without issues (very rarely the screen goes black for a second or two). Getting smooth frame rates on my 2070 super, 3440x1440, High settings other than resolution scaling (which I set around 58%, essentially DSLL "balanced").

What's more likely is that in his panic he wasn't thinking quite straight. It's very common for people to make decisions that seem silly in retrospect in situations like this.
Anecdotal, but me (millennial), my boomer parents, and a number of my friends have been fortunate enough to collect varying levels of wealth. Almost all of us are relatively more progressive than 10-20 years ago.
Doesn't help that the conservative party in my country has gone batshit crazy.

Watched an interesting video recently about the computer used in the Apollo lunar missions. Of course even basic processors now are more powerful, but it's still impressive how rock-solid stable the Apollo computers were.
I honestly haven't done much tweaking. Really all I've done is set it to High and then decrease the Render Resolution Percentage from the default 62% on High down to 57% (which I believe is roughly similar to a DSLL "Balanced" vs "Quality"). I typically end up with around 50-60 FPS I believe, which is plenty for me in a game like this one (it about what I've typically aimed for with years of heavily modified Skyrim). Obviously, if it was a competitive FPS, I'd want higher like 120+, but I don't feel like that's needed for a single-player shooter/RPG like this one. That is of course personal preference though.
