Without further specific context, I just assumed this was a parody piece given the recent revelations.
I got my pet meds handed to me in a paper bag and somehow managed to give myself a paper cut getting the cat into the car while holding this bag. It was the first paper cut I've had in years, and my reaction was "I wonder if this is still recyclable." Still better than plastic bags, I suppose.

It's either "with the states" or "with powerful exceptions," you can't dictate both.
But his base is too dumb to understand. I'm actually kind of shocked the Overton window has shifted enough that "powerful exceptions" are in the Republican position.
Having met a number of CEOs, definitely not. They're dollar store brains and smooth talking metaphor machines. They operate almost completely on intuition and use bullshit to back it up.
