Maybe a silver lining is that this would free up these cars to be sold in other countries that have cities drowning in smog.. if cheaper EVs are available there it might dramatically improve the health of these cities and all their inhabitants..

It would be part of the negotiations, so the most likely way it will work is that to cease hostilities, they agree on a line on the map and everything left of the line is NATO. Anything short of that would mean Putin crosses the line in a few years.
Then negotiate with Russia about returning occupied territories in exchange for... Lifting sanctions, returning cash, trade agreements, whatever.
Except in hybrid warfare, acts of sabotage to important infrastructure is an important aspect.
Turning off transponder is suspect and all those other "reasons" can be easily verified with the ships logs and weather information.
Russian defense budget is around 145 billion next year. The Soviet Union lost the cold war by bankrupting themselves through the military.
Economically the EU is 10 times larger than Russia.. so if they spend 35pct on defense.. we only need to spend 3.5pct and dump as much of that into Ukraine.. it will be easy to maintain.. and a hell of a lot cheaper than dealing with prolonged consequences.
