That light bulb is a vaccum tube that gives that special crispy sound for the cpu fan. Many people will say that they can't tell the difference, but it is very obvious for the trained ears of a seasoned audiophile.

That is one old computer. It's got dip switches and a PCB color I haven't seen in a while.
It's got PS/2 ports and active cooling, it's not that old
PS/2 ports and a parallel port, and with the size of that cooler I'm guessing Pentium 3 socket 478 it also has a combined PCI and PCIe 1x
Could also be an AMD from around the same time as pentium 3.
No PCIE on anything that olde. ISA and PCI, sure.

I looked at ISA and can't make it match that, image the pins on the lower black seems too small compared to ISA.
