The State Department has notified Congress "informally" of an $8 billion proposed arms deal with Israel that will include munitions for fighter jets and attack helicopters as well as artillery shells, two sources with direct knowledge tell Axios.

Once more reminding us all about how completely helpless Biden was under all circumstances save this one.

Ooops! Biden can't do it! He needs congressional approval and Lord Manchington doesn't feel like it today. Oh well!

But if it's something Biden really wants, he tells congress how it's gonna be.
