Google apparently only shows you reviews from people with the same type of device as you AND in your region. seems stupid to me.

I mean it'd be kind of cool but only if it was TOGGLEABLE

It makes sense in my opinion. There's close to a billion combinations of hardware and software on Android, it's impossible to ensure the application runs on every single one of them, but if you can tell if it works on your device simply by reading the ratings, that's useful information.

I just wish it was at least toggle-able as a filter or opt out/opt in or something

Ratings are not just about an app functioning, it's about if it's any good or not. And by showing only reviews of a certain type, users might not see a lot of the complaints if they are from people on different hardware.

Seems like a way to limit effects of discontent in my opinion.

Let's say you have a Samsung s20 or whatever. Millions of people will have that. So if you are not complaining from that type of device AND from the same region, your reviews may not be seen at all.

This is how you make sure that bad reviews don't impact applications like reddit so much.

But hey, must be accidental, right?

I'm pretty sure it's like that because if I use an app on whatever class of device (say one stuck two os versions behind) and have a bad experience because it works poorly, that's not shown to you because it might be fine on the class of device you're using

"Same type of device" probably means something like phone vs tablet, because apps designed only for phones are infamous for sucking on tablets.
