It's intentional. They see words as magic, and if you have the right combination of words spelles the right way you can convince the government to let you do whatever you want.
I love how they have dozens of different types of id's. Like, can't they all just decide on one so that their SC thing can at least appear unified?

makes enough sense, but even the SC's know they are fraudulent IDs, so if all SC's had one uniform ID among all of the wackos, authorities would quickly recognize the fakes and the fakes would be less likely to pass muster.
