They are making cameras now for kids without phones attached. Might be one of those.

I carry 2 phones all the time. I work in government. If I use my phone for work, it becomes subject to Open Records requests, so the city gives me a stipend to pay for a second phone to do all my city business.

I worked at a different city that didn't do that for most employees, and everyone just used their personal phones anyway. We got an Open Records request that resulted in me having to search everyone's text message history. I felt dirty.

So in that scenario, taking a picture like the OP would result in some raised eyebrows no matter which phone snapped the picture of which phone, it sounds like! XD

I have a separate phone for work. Not government or anything. I have a bunch of personal apps on it, but I don't like having my only phone be owned by my work.
