There’s kind of a good point here where I don’t see how there are even doctors in that universe. You have these incredible portable scanners down the the molecular level, that can diagnose pretty much anything. At that point you’re just googling the symptoms, and no one can keep all the possibilities in their head. What value does a human doctor add?
Stick 'em in the pattern buffer and make it ITs problem to debug living beings.
Fuck you. It's bad enough I gotta fix the damn fabricators! And don't get me started on the holo-deck! If I get one more ticket about rogue holoprograms or descretely clearing out the file-access logs of porn holos, I'm gonna make the user drink Ensign Crushers box of nanites!
But think of the prank possibilities! Make Rikers legs just a little bit shorter so he whacks himself in the junk trying to sit down! The classic "the office" phone prank but with changing the density of someone's hand!
Planetside doctors that are not researchers or specialists are probably just technicians. You're forgetting that the biggest role these medical officers serve is trying to treat unknown/rare/very complicated illnesses. Sure they could be eliminated (see the EMHs) but the replacements are not as good (except for our beloved Doctor, praise he).
Intuition? Bedside manner?

Data entry and problem solving when they run across a new ailment. Which was rather frequent in... all of the series.
Why do they need any of that? The transporter can rebuild a person from scratch. Why not just transport them and use their previous pattern record to remove the injury or illness?
