Very good points. After watching the final episode, I don't think the writers very much cared to do any good explaining this season.

Planetside doctors that are not researchers or specialists are probably just technicians. You're forgetting that the biggest role these medical officers serve is trying to treat unknown/rare/very complicated illnesses. Sure they could be eliminated (see the EMHs) but the replacements are not as good (except for our beloved Doctor, praise he).
Consider how limited our time is and if you really want to spend it on "garbage".
