It was incompetence on the side of Israeli intelligence. Filtering and prioritizing information is very difficult.

Israel isn’t all knowing or omnipotent. Otherwise October 7th wouldn’t have happened and the war would have concluded after three months.
There has been one temporary ceasefire with hostage releases. Also remember the recent ceasefire for vaccinations. There are a string of other events that happened because of successful diplomacy.
Israel’s message to Hamas since the beginning of the war has more or less been: surrender or die.
Netanyahu never does anything in good faith. He is all about his personal advantage.
