Relevant information starts at "four", the rest is irrelevant at the top level. What is relevant would be why/how.

Before the Association Agreement between the European Union and Ukraine, signed on September 1, 2017, Polish drivers were in a rather privileged position, while Ukrainian drivers were severely limited by quotas. Now Polish drivers want to return to the old system, even though this would contradict the agreement. The photo in the article contains a list of their demands. They want:

  • The return of the quota system for Ukrainian drivers;
  • Introduction of a live queue or a separate queue for empty vehicles in the Ukrainian "electronic queue" system;
  • Introduction of a ban on the registration of transport companies with Eastern (read Ukrainian) capital.

At the same time, they don't want to drive in Ukraine further than Lviv because they are afraid of war. So if the mutual quotas were equalized, it would severely limit traffic.

Basically, they want discriminatory measures against Ukrainian drivers so that Polish drivers can earn more.

What makes sense is a separate queue for empty vehicles - and as far as I know there's now a special crossing for empty vehicles to meet their needs.
