This is the best summary I could come up with:

China is to bring in new rules that will limit the amount of money and time that people can spend on video games.

Beijing first moved against the gaming sector in 2021, ruling that online gamers under the age of 18 would only be allowed to play for an hour on Fridays, weekends and holidays.

Online games must not offer rewards that entice people to excessively play and spend, including those for daily logins and topping up accounts with additional funds, said the industry regulator, the National Press and Publication Administration (NPPA).

"The removal of these incentives is likely to reduce daily active users and in-app revenue, and could eventually force publishers to fundamentally overhaul their game design and monetisation strategies," said Ivan Su, an analyst at Morningstar.

The new draft rules have not veered from regulators' ongoing focus on ensuring companies have "reasonable business models and operating cadence", he said.

He added that minors have been spending a historically low level of money and time on Tencent's games since 2021 when protection of younger players became a focus for Beijing.

Other than the whole "under 18s can only play for an hour on specific days" this sounds like a win for the industry. Hopefully these means a lot of the asian market first games that often seem to chock full of mtx shit might actually shift their game design away from that model. That I'd be down for.

Lol when has prevention and limiting access ever stopped kids from playing/looking at things they shouldn't? They will find a way to get around this instantly.

It seems like it's targeting pay-to-win style games. The overall thinking is a bit absurd, but I'll shed no tears for P2W companies getting trashed by this.

Pay to win ruined everything... I remember when I discovered I could purchase all the godly gear (diablo ii LoD) I wanted for like $10USD back as a kid.

It really made me reevaluate how much time I've been putting into the game to grind out my character. It took a lot of the pleasure and meaning out of all the time and energy I had put in.

Now... Diablo II was not designed for this... This was against the Blizzard terms.... But still applies.

All this pay to win stuff on video games is terrible and really evil. Loot boxes are like putting slot machines on children's playgrounds...
