I don't understand why something like Vegas gets a special livery but historical and prestigious races like Monaco don't. Same for Miami

Marketing
Monaco has a cult following already and doesn't need the hype. Vegas and Miami are newer and still trying to justify their place on the calendar. It's a marketing strategy.
FWIW Charles had a special race suit for Monaco this year. Definitely more driver oriented but still coordinated with and approved by the team. It's not a livery but it's something.
Yeah also Monaco is his hometown. I'm talking about spending untold thousands of euro for stripping the paint from carbon fiber and repainting
