They don't need no rings. They're the strongest and bravest of all.
Sauron didn't like it nor want it, so he didn't put a ring on it.
There's a good chance Sauron was surprised Hobbits even existed. While they probably existed in the Second Age, there's not really records of them until the Third Age.
Everybody talks about 1, 3, 7, and 9 rings, but nobody asks about the 5 rings!
Miyamoto Musashi knows about the 5 rings.
Seems like it's a typical boilerplate deal.
Most normal folk didn't know of the existence of Hobbits. I assume same could be said for the ring makers
