This instance has 38,000 users but only one active user, I am sure there is a legitimate answer but not sure what it is!

Also lemmy.staphup.nl this instance does look very bot like 4 users 30,000 posts and a user called "lemmybot" info here

Thats a whole lot of bots I imagine. Things like this will start to happen until they get ironed out.

A lot of bots stormed many instances yesterday. You can look here to notice many more servers with this trait that You described
