Take the trash from the poorer neighbourhoods and dump the trash in the more rich neighbourhoods. They don't want to be adequately taxed so they can privately pay to clean up.

How is this idea different from modern day NYC? City smells like piss, rats everywhere, garbage lines the streets, and rent is like 3 million dollars for some reason.
