Organize a world-wide, permanent garbage collector's strike. Soon the streets will be filled with junk, and you can leave trash anywhere you want. Throw it out the window! Doesn't make a difference! (lemm.ee)

Take the trash from the poorer neighbourhoods and dump the trash in the more rich neighbourhoods. They don't want to be adequately taxed so they can privately pay to clean up.
